115th Annual Convention.  AGC of Illinois is pleased to announce our 115th Annual Convention, taking place  at the Crowne Plaza in Springfield on December 6 & 7, 2021.

Speakers.  We have a wide range of informative speakers lined up, including:

·Masood Ahmad (Regional Engineer, R2), Kensil Garnett (Regional Engineer, R3), Jeff Myers (Regional Engineer, R4), and Keith Roberts (Acting Regional Engineer, R5) will speak on IDOT's Multi-Year Program. (Technical Seminar)

· Rep. Jay Hoffman and Rep. Ryan Spain will outline the new capital plan (Governmental Affairs Seminar)

· Andy Martone of Hesse|Martone will discuss additional Covid-19 regulations recently implemented by OSHA (Safety Seminar)

 
The Associate/Affiliate Member Expo will run from 10:00 a.m. to 6:00 p.m. on Monday, December 6.  Members are encouraged to sign up for a booth, which are no-cost this year. See the registration form (link below) to reserve your booth. Space is limited and booths are assigned first-come, first-served, so make your reservation soon!
 

Safety awards.  Monday’s Recognition Luncheon will include our annual safety awards. Safety Bulletin 21-01 (see link below) will allow members to submit their OSHA data for the year in consideration for our safety awards. The deadline to submit your safety data is Friday, November 19. Completed forms can be sent to Justin Lefever.

Education Foundation auction. 
Following the Scholarship Reception Monday evening (formerly known as the Smoker), the Education Foundation will once again hold its annual auction. We’re in need of donated items for the live auction, as well as monetary donations that can be used to purchase live-auction items. Suggested items include sports tickets, electronics, trips, hunting equipment, and golf clubs. If you're able to make a donation, please contact David Bruner or Brittany Kesterson.

Contractor of the Year Luncheon.  To close out the convention, the Contractor of the Year luncheon will give our partners at IDOT the opportunity to present their awards for outstanding achievement in a variety of construction categories.


We have once again reserved a block of rooms at the Crowne Plaza for our guests coming from out of town. You can register for a room
at this link. The Crowne Plaza must have your room reservation by Friday, November 19.

Capitol News. 

Republicans, Black and Latino groups submit fresh maps in remap case 

 From Crain's Chicago Business: As challenges to Illinois’ legislative maps wade through federal courts, Illinois Republicans have submitted a fresh map tweaking district boundaries in Cook County, Aurora, and Metro East that they say increase the number of districts with majority-Latino and -Black voters. But whether a judge takes them up is an open question. Three separate plaintiffs—Illinois Republicans; the Mexican American Legal Defense & Education Fund (MALDEF); and a coalition of African American groups, including the NAACP and the United Congress of Community & Religious Organizations (UCCRO)—have each sued over maps approved in the General Assembly earlier this fall. The filing of "remedial" maps to fix what they view in shortcomings in updated district lines is the latest salvo in their legal challenges.  The courts have indicated that they hope to rule on challenges to the latest map early in December of 2021.  By making a timely ruling the path will be clear for candidates to start filing nominating petitions beginning in January 2022 for office.

New infrastructure bill will be a boost for Illinois. TFIC is holding its Annual Meeting next week. IDOT Secretary Omer Osman and Deputy Governor Christian Mitchell will attend the conference and hopefully begin to outline the impacts this important package can have for infrastructure needs for the State.

Don’t forget this year’s Governmental Affairs Seminar at the AGC Annual Convention. State Representatives Jay Hoffman and Ryan Spain will be there to give their perspectives on what 2022 might hold for Illinois. Come join us on Monday afternoon, 6 December at 2 pm. There will also be a presentation by Rebeccah Mason, TFIC Executive Director, on the status of revenue streams supporting the ReBuild Illinois Capital program.

Covid-19 vaccination requirements.  Hesse|Martone has provided the latest version (updated today, Friday, November 12) of its collection of publications addressing the federal government’s vaccine requirements as they are so far known. The collection is hyperlinked and indexed for greater ease of use, and includes the key lawsuits attempting to challenge these standards.

Now at over 900 pages, the collection is decidedly not light reading; however, Hesse|Martone hopes to provide a distillation of the document into a more readily–accessible form. AGC will share that condensed version with our members as soon as it is available. In the meantime, it is hoped that the full set of source materials will be of help to contractors.

2022 Midwinter Seminar.  AGCI’s 2022 Midwinter Seminar will be held at the Alaia in San Pedro, Belize January 29 through February 5. The area is renowned as having some of the world’s best snorkeling and flyfishing, and the resort is able to book ziplining and Mayan ruin excursions as well. We’ll also be there during the local lobster season. If you haven’t registered yet, download and fill out the registration form and send it to Brittany Kesterson right away!

The Belize Tourism Board will help keep everyone updated on Covid-19-related requirements. At present, everyone — vaccinated and unvaccinated alike — must provide a negative test when landing. It is likely that a negative test will be required when reentering the US as well. We’ll update this space with more information as we get it.



 

Covid webinar materials available.  Earlier this week, AGC of America presented a webinar series entitled "Preparing for the OSHA COVID-19 Vaccine/Testing Mandate." Though the series has concluded, AGCA is making the recordings and session materials available to members at no cost.

Safety barrier training offered.  IDOT's Bureau of Safety Programs and Engineering offers the following training courses on November 16, 17, and 18: the Highway Safety Barrier Installation, Inspection, and Maintenance Training and the Highway Safety Barrier Design Training.

 

The Installer/Inspector Training will take place in the morning from 9:00 a.m. to 12:00 p.m. CST, while the Designer Training will take place in the afternoon from 1:00 pm to 4:00 p.m.

 

Participants are welcome to attend both courses; however, please note that the level of content on the first and second day (November 16 and 17) are relatively similar. The third day (November 18) the content will be different.

 

To register for one or both of these trainings, please use the relevant “REGISTER NOW” link located in the attachment entitled "Highway Roadside Safety Barrier Training."
